IMF CALLS FOR INDEPENDENT AUDIT ON COVID FUNDS, NGO NGO REJECTS TSC AUDITION

Cameroon is not done with its financial scandals. On November 16, 2021, an audit report by the Cameroon Chamber of Accounts on the use of the Special National Solidarity Fund for the fight against the coronavirus delivered its conclusions on the suspicions of misappropriation that have been in the news since the beginning of 2021. In its conclusion, the Chamber made thirty recommendations, decided to open fourteen proceedings for mismanagement and forwarded twelve cases to the Ministry of Justice that could be classified as criminal.

“In a new report on Cameroon, the IMF – which called for an independent audit of the management of these funds before any new economic assistance program for the country is concluded – describes three types of dysfunction. First, the lack of centralized tracking of the Special Fund’s commitments and payments. Second, the opacity of the conditions for awarding special contracts, which is conducive to abuse. Finally, the difficulty for the control bodies to collect reliable accounting information. after the audit chamber issued a report on suspected mismanagement of funds allocated to ministries to fight against Covid-19, the president ordered the opening of several investigations,” Jeune Afrique reported.

One of the investigations was assigned to the prosecutor’s office of the Special Criminal Court (SCT), which has jurisdiction over economic offenses involving amounts greater than 50 million CFA francs. The investigators interviewed all the members of the government whose ministries had been included by Prime Minister Joseph Dion Ngute on the list of recipients of the anti-Covid funds. Most of them were interviewed in their offices. According to information from whistleblower Boris Bertolt, the Secretary General of the Presidency Ferdinand Ngoh Ngoh refused to be interviewed in the case.

The investigation into the management of COVID 19 funds is blocked. And for good reason, the Secretary General of the Presidency of the Republic, the man with the punk, Ferdinand Ngoh Ngoh, Minister of the Sky, Earth and Seas refuses to be interviewed by investigators of the Special Criminal Court.
Indeed, when the investigation was opened on the high instructions of Paul Biya, the investigation was mainly directed at the Minister of Health, Manaouda Malachie, the Minister of Scientific Research and Innovation, Madeleine Tchuente, the Minister of Trade, Luc Magloire Mbarga Atangana, the billionaire Mohamadou Dabo, as well as the Prime Minister, Dion Ngute

EXIT BAN

All agreed to play along and were questioned for several hours by investigators from the special criminal court. Prime Minister Dion Ngute will be interviewed at his office in the Prime Minister’s office.

At the end of this first phase, the billionaire Mohamadou DABO, cited in the purchase of the Covid 19 kit, will be banned from leaving the country. A few months ago, while he received assurances that his ban had been lifted and that he wanted to travel abroad, he was blocked at the Yaoundé-Nsimalen airport. The border police made it clear that he could not leave Cameroon. The instructions came from the Presidency of the Republic.

However, Ferdinand Ngoh Ngoh had succeeded in obtaining from Paul Biya the withdrawal of the management of Covid 19 funds to Prime Minister Dion Ngute. Hence the creation of a Covid 19 Task Force in March 2021 on the instructions of Paul Biya, similar to the CAN Task Force, which is responsible for awarding contracts. In this configuration, the investigators believe that those responsible for Task Force Covid 19 should also be interviewed. Those who were interviewed claim to have also awarded contracts under “high instructions” and several ministers said they had not received anything.

The Minister of Justice, Laurent Esso, will send a first report to the Head of State in which, based on the first investigations, he requests the hearing of the Secretary General of the Presidency of the Republic, Ferdinand Ngoh Ngoh. Paul Biya agreed.

This is not the first time that Paul Biya has authorized the hearing of the Secretary General of the Presidency of the Republic. In the investigation on the fiasco of the CAN 2019, conducted by the Directorate General of External Research (DGRE), he had already ordered the authorization of Ferdinand Ngoh Ngoh.

OBSTRUCTION OF JUSTICE

The Minister of Justice, Laurent Esso, alias “Lorenzo” will approach the punk to find out his availability for a hearing in the investigation into the management of Covid 19 funds. Until now, Ferdinand Ngoh Ngoh has always refused to be interviewed.
Let us recall here that by refusing to be interviewed by the investigators of the Special Criminal Court, this is a serious obstruction of justice on the part of the Secretary General of the Presidency of the Republic.

It was even Ferdinand Ngoh Ngoh who received the head of the police, Martin Mbarga Nguele and the head of the gendarmerie, Galax ETOGA to give them instructions not to execute a warrant issued by the magistrates of the Douala-Bonanjo Court of First Instance against the Director General of the Autonomous Port of Douala, Cyrus Ngo’o.

Also on the instructions of Ferdinand Ngoh Ngoh, the police officers who went to the Ministry of Superior State Control to question three state inspectors prosecuted for breach of trust were suspended.
